It's a unique code (e.g. P15796INTE) that links to your biometric-verified photo stored on the GOV.UK system. You enter it during your online UK passport application instead of printing and posting physical photos. It's issued by IDPC-certified photographers only.
I also need photos for another passport or my Emirates ID — is that extra?
